About This Webinar

Join us in a presentation of the latest edition of AFT’s "Serving the Medically Fragile Child in the School Setting." School nurses with expertise in this critical area will cover the specific conditions that qualify a child as medically fragile and the impact on the educational setting. This 2024 Share My Lesson Virtual Conference session, we will also discuss Individualized Education Programs (IEPs) and Section 504 plans designed to meet the specific needs of medically fragile children. Additionally, the following will also be addressed:

  • The importance of collaboration between healthcare providers, educators, and families to ensure a coordinated approach to the child's care and education;
  • Guidance for teachers, paraprofessionals, and other school staff in managing medical emergencies, administering medications, using medical equipment;
  • Addressing legal obligations, rights, and ethical considerations in providing appropriate education and care for medically fragile students, including issues related to confidentiality, consent, and privacy; and
  • The role of collective bargaining and workers’ rights.

Donna Rehm is a Registered Nurse and holds a Master of Science Degree in Nursing/Community Health and Leadership from St. Xavier University in Chicago. Donna was employed by Orland School District 135, a school district in the suburbs of Chicago, as a Certified School Nurse for 25 years at the elementary and junior high school levels. Donna served her school district as the Team Leader for Nursing Services, directing and leading 10 school nurses and responsible for the healthcare needs of over 5000 students.

Dr. Thomas Stinson, Ed.D, BSN, PHN, LSN

Dr. Stinson is an educator who brings more than 27 years of varied nursing experience as a licensed school nurse, correctional health nurse, and home health care nurse to the classroom. Dr. Stinson has worked in St. Paul Public Schools as a licensed school nurse in various elementary, middle, and high schools since 1997. His most recent assignment ended in August 2023 where he was responsible for the health and wellness of more than 2,000 students at Harding High School. His nursing career has also included five years as a correctional health nurse for the Ramsey County Jail, where he evaluated and managed the nursing service for a population of approximately four hundred inmates. He began his career in nursing as a home health care nurse for Becklund Home Health Care following a tour in the U.S. Army as an infantry soldier and squad leader.

As an adjunct faculty member at Saint Mary's University of Minnesota since 2011, his primary teaching focus is on integrated pediatric nursing. However, over the last 6 years he has been teaching the nursing capstone course. Dr. Stinson was the director of the RN to BSN completion program at Saint Mary’s of Minnesota from October 2017 through March 12, 2021.

Thomas has been a Member of the St. Paul Federation of Teachers for 26 years and has been focusing on barging contracts for the last 16 years. He is an active member with the American Federation of Teachers the last 14 years and serves on the Program and Policy Council of AFT Healthcare.

As or September 2023, Thomas is on mobility leave from St. Paul Public Schools and is in the Apprentice Organizing Program with American Federation of Teachers. He has been working within the K-12 and Healthcare Divisions.
